This is what Duessel says in his A support with Ephraim

Mm... regretting the betrayal doesn't necessarily means Vigarde came first. It could really go either way. IMO, for Selena it was definitely Vigarde > Grado, for Duessel it was Grado > Vigarde, and with Glen there's not really enough to go on. Glen could've easily been about family and career more than king and country-- and I don't mean that as a slight to him.
