He is from Rausten (Uncle Mansel kicked him out for being creepy and being friends with ceiling!Valter 8D).
Maybe Riev slowly turned to the Dark Arts and became a master in that field. This could be a reason why Mansel didn't like to keep him; Riev made questionable experiments that didn't fit with the religious belief in Rausten (science/religion conflict). So Mansel got rid of him. Riev wandered around for a while and turned towards Grado when he heard of interesting experiments there. He applied and already-influenced!Lyon noticed that Riev is knnowledgable and can be used.
